Notification when file is already opened in Excel

My users currently have MS Excel XP installed. When a file is already opened, sometimes other users who try to open this file get a warning notifying them who opened it and to get notified when the file is available. But sometimes they don`t get this warning and the file opens as read only. How can I make sure that they will be notified?
