Office 2000 Help Files

I have a client who is running Windows 2000 SR3 with Office 2000 SP3. For some reason he can not access the Office help files. Whne he goes to use any of the help files from any Office app he gets an empty dialog box. I have removed and reinstalled Office, and tested to see if it’s permissions. Still nothing. I thought that it was originally his local 2000 profile, so I denied access to it, and then logged on as the user to create a new profile, but once again no luck. Has anyone run into this issue before?
