Offline address book, multiple site

We have 2 sites in our Exchange 5.5 environment (East and West). On the Exchange Server in the DS configuration, recipient lists for both East and West are available plus the Global address. But, in Outlook 2000 when a user downloads the offline address book they only get East or West not both, the global address is not an available option.
