OLE registry error -Custom Outlook form

I have a custom form in Outlook 2000 that works fine on Win 95/2000/Me. When I try to open the same form on an XP box gives me the error: “The form you selected can not be displayed. An error occured registering the form in the OLE registry.” I onlyget this message when logged in as normal user. Using the admin account or using a login that has local administrator rights, works just fine. Any ideas on how to fix this without giving the users local administrator rights?
