Opening a Relay

This almost sounds silly. With so much focus on preventing open relays I’m having trouble allowing one IP address to relay through my MS Exchange 2000 server. I think I have it set properly. In my SMTP Virtual Server settings I have granted relay permission to the IP address in question. I still get 550 5.7.1 Unable to relay for . What am I missing?
