Opening office document prompts EULA

XP Pro with Office 2000 Pro.

Every time any office program is opened (Outlook, Word, Excel, etc.), regardless of which user is logged on, the End User License Agreement comes up. In order to continue working, you must accept.

This continues, even after accepting. For example, if you open Word and accept the EULA, then close Word, and then open Word again later during the same logon session, the EULA pops up again.

All users are set up as Standard Users locally.

Any ideas?
