OPTION OF E-MAIL PROGRAM , MISSING

In the Internet Options , ” Programs ” Tab , the option to choose a program for reading mail , is missing . I know that by default the options when you got MS Office , are 1) Outlook Express 2 ) Outlook ; but in my PC , neither one appears.
How should I solve this matter , in order to get Outlook Express as my default Mail Reader ??
