Org Chart

Having problems with the Org Chart in Office 2000.
Have a full local install of Power Point and a full local install of the org chart. Referenced MSKB articles Q218571 and Q249345. Have changed properties on MSOClips.232 and MSOprefs.232. The Org chart works as local admin, but not as a standard user. After giving full rights to these files, logging on as user, opening the org chart in Powerpoint the MSOclip.232 file disappears! How can you change the rights to the file and have it continue towork if the file disappears?
