Outlook 03 running after closing

1 – Has anyone had this problem?
2 – How do you fix it?

It does not do this on all machines(approx 10%). Hardware is P4 1+ghz, 256mb ram min.

Un/re-install does not work.

Help Please, w/ 4675 machines, this generates a lot of calls
