Outlook 2000

We are using Outlook 2000 and have a POP3 account. Why, if I send a message, would it get stuck in the outbox and only get send when you click on the send/receive button. Why doesn’t it send it as always when I’ve just clicked on the send button. The “send messages immediately when connected” tickbox is ticked.
