Outlook 2000 Calendar Restrict Resources

Is there a way to create resources (Conference rooms / equipment) in Outlook 2000 for Appointment Attendee selection (Select Attendees and Resources) that is visible only for specific individuals or workgroups?

And if so, how do I set up these resources in Outlook?
