Outlook 2000 home page locked

I recently replaced the PC in my office and reinstalled all my apps on the new WinXP Pro machine; in Outlook 2000, nothing happens when I click on the “Customize Outlook Today” button.
Can’t find anything in MS Knowledge Base.
Any suggestions?
