Outlook 2000+ Public Folders Security

Is it possible to disable copy/move import export from a public exchange folder. I have a contact list and would like to prevent anyone from copying or exporting the contact data. I have password protected the custom form. I also use offline folder favorites to enable offline use of public folders

Can anyone suggest a solution?
