Outlook 2000 SP3 will not close

Windows XP with Office 2000 Professional SP3. Outlook will not close down. I have to manually stop the Mapi32 and outlook services to get it to close down. There has never been WINfax installed on this box. I don’t know what could make that keep hanging open. Any ideas?
