Outlook 2002 Continually Syncs

I’ve been having a problem with more than 1 new WinXP/OutlookXP client continually trying to sync to the Exchange Server when I explicitly set it up NOT to sync. I have remote users who don’t need to sync while out of the office, they just need to retrieve their email, no offline support required. Anyone one else having this problem?
