Outlook 2002 deleted items automatically

I have the box checked to permanantly delete deleted items upon shutting down on Microsoft Outlook, but they don’t delete. Used to work, don’t know why it’s stopped. I have tried detect and repair and also tried re-installing. Still doesn’t work. Please help
