Outlook 2003

I am using outlook 2003. Whenever I send a mail, it never goes out of “Outbox”. I need to press F9 or force a “send & recieve” operation. My settings in options/Mail setup/send and recieve is “send immediately when connected” and options for scheduling send & recieve is checked for every 1 minute.This problem happens when I am always connected and “online”.

What do I have to change if I need to send my mails whithout being it held up in the outbox and and avoid manual operations such as F9 & clicking “send/recieve.
