Outlook 2K attach dont get to express

I have a user running Windows 2K who has Outlook 2K client w/SP3 (9.0.0.6627), when he includes an attachment they go into the “body” of his email. Subsequently, the attachments are never received by Outlook Express users and while Outlook users do receive the attachment, they are also located in the “body” of the email rather than at the bottom of the email separated by a line. Any ideas would be appreciated.
