Outlook 98 Headers

When one of my users sends a new email using Outlook 98 the recipient receives the entire header as well as the message. Also if there is an attachment ie: an excel spreadsheet this is received as garbage.
When the user replies to an email that includes an attachment everything is OK.
Can anybody give me a solution to this problem?
