Outlook 98 lockup and Exchange 5.5

We have several PCs that have started experiencing slowness and lockups when using Outlook. This is random and is not affecting all workstations. The symptoms are as follows.

Outlook is slow in launching. Once this occurs, accessing the inbox, calendar, etc locks up Outlook.
Once this behavior is exhibited on a PC, the PC will lock up every time Outlook is launched.
This will occur with any profile accessing the PC.
This behavior does not occur on other PCs with the same user profiles.
What we have tested to this point as a resolution.
Delete affected user profiles on the local PC.
Uninstall and reinstall Outlook.
Neither of these work.

The only resolution we have been able to find for this is to rebuild the affected PC.
Configuration:
NT 4.0 Server SP6a running Exchange 5.5 SP4.

NT 4.0 Workstation SP6a running Outlook 98.

No new applications have been deployed prior to or since this problem began.
