Outlook – Auto Scan Incoming Messages

What I am looking for is a way to set up Outlook 2000 to auto scan incoming messages for a phone number or a physical address, if none is found I want to be able to bump the message back to the sender with a message that the message was refused due to missing phone number or physical address.
