outlook contact sharing

Ok – probably very basic for the general techrepublic users – but i know outlook has this file – sharing function, but i need to share an outlook contact folder with 1400+ contacts for two users on a network, but the manager wants the contacts available even after hours (offline) and only wants one folder for his contacts, not his contacts + the shared one.
