Outlook Date/Time Issue

i have recently re-configured a computer with win98. however, i neglected to set the time to pacific/tijuana time, since i am in san francisco, california. anyway, when the end user opened his outlook (exchange), outlook changed the time for all the appointments to central time. i set the time in windows to show the pacific/tijuana time, but the appt in outlook kept the central time. here is my question, is there a way within outlook to globally move the appointment time?
