Outlook Disclaimer Statement

Management would like to add a standard disclaimer statement to all emails transmitted.
Can we accomplish this globally through our exchange server (SBS2003)or will we need to set up signatures with the disclaimer statement on each users PC?
What is the best way to handle this request?
