Outlook doesn’t auto send/receive mail

Outlook 2000, patched to the latest.

Windows 2000 and Windows XP

on DSL

Outlook all of a sudden stopped receiving/sending emails by itself. I have to hit the send/receive button to get any email activity. The following things were tried:

Detect/repair outlook
patched outlook to the latest
defragged HD
turned off antivirus.
recreated outlook profile

Is there a specific bug associated with this situation?
