Outlook Express displays “sending mail”

Outlook Express 6 always displays “sending mail” in the lower right-hand corner of screen and hinders receiving new email or looking at email already received. When I try to delete OE from the control panel and then re-install it, it comes back with same configuration, so I know it hasn’t been completely deleted. Any suggestions?
