Outlook Express Error : not enough memory

When trying to write a new mail message, when you click the ‘new mail’ button in top left of outlook, the error message:
‘There was an error opening this message.

There is not enough memory’

appears. Running 2000 Server, C: is on a 4GB partition, but there’s 21Mb free and there’s 512Mb RAM.
