outlook express will not recieve e-mail

The problem I am having is that Outlook express will not recieve e-mail. It will send, but not recieve. It shows that e-mail is backed up on my ISP’s server but will not download.

I have contacted my ISP and they were able to connect to my lineand send and recieve. I have since reinstalled Win98SE and am still experinceing the same problem
