Outlook problems

I am working with a workstation that has office 2000 installed and outlook as the default mail handler.
On this machine Lotus notes ver. 4.6 is also installed. Now, when I try to open a mailto link in internet explorer it defaults to lotus mail instead of outlook, even lotus mail is not enabled and in the internet options of internet explorer outlook is set as the default email handler.
Is there a way that I can manually set outlook as the default mail handler?
Knowing that mailto does not use mapi it just looks for the default mail handler and uses that.
