Outlook Rules msg w/ blank subject line

I have a user who would like to create a very specific rule in Outlook XP and I need to know if this type of rule is possible and how it would be created.

The rule description: permanently delete all e-mail messages where the subject line is blank, and return a reply stating, “I don’t accept e-mail with a blank subject line.”
