Outlook03won’t automatically open pics

I have a citrix client server (Windows 2000, service pack 4) running MS Outlook 2003. When opening a document in outlook that contains a picture, it requires an opening program each time I click on the picture. How can I get the “open with” screen to automatically detect MS Picture Manager?
