OWA 2003 Password Change

I have setup my OWA 2003 to do password changes.
Internal to my network the password change page displays and works. If I am outside of my network I get page cannot be displayed. Can anyone tell me if this works or if it will only work internally? If it will work can you give me some suggestions on how to fix it.
