OWA not returning Logon Application

We cannot get the logon application to run when a user accesses OWA from any ISP outside of the USA.
The OWA screen comes in but after intering the username the page turns blank with Done in the lower left corner. This problem was also experiance by one of our executives trying to access e-mail from a cruise ship.
