PDF form to mergable form

Here is the scenario. We have pdf forms that have fillable fields. Imagine a pdf of an IRS form. We want to figure out how to be able to merge data with these forms. One thought is to recreate the form in word. Problem is that when you copy the form text to word, you lose the columns and tables and such from the pdf form. I am been working on re-creating it, but I am worried about making it perfect.

I may be wrong but I don’t think it is possible to do a merge with pdfs. Does anyone have any suggestion? Anyone?
