Permission needed to open Access DB

I have a W2K server Spk4, Users wksta Win XP Spk1, MS Office XP (Access). Error Msg ” You do not have the necessary permissions to use the object. Have your system administrator or the person who created this object establish the appropriate permissions for you. When user try to open DB.

1. The User has full permission and Ownership. and she still gets the error.

2. I gave Administrator full control and ownership
and get the same error when try to open it under administrator.

Will apprciate any help.
