phantom internet application

HI, Please help. I have an internet application starting when the pc is started up each time. I have edited the ‘misconfig/startup’ menu. What needs to be done in the registry?. 2. i have a win98 second edition and would like to reinstall with win:ME. How good an idea is this?. Help!.
