Photo Editor not opening pictures

Photo Editor is not opening pictures as it should do. If a picture is saved on the users desktop and double-clicked it opens fine. If however the user goes to a folder on the network, and double clicks on a picture file, Photo Editor opens but thepicture does not. I have checked the file associations, and they seem fine? Any suggestions??
