photoeditor won’t connect to email

When I open an image and choose file/send to email a picture I get the error message “cannot establish a CMC session”. I checked ms technet and found one article that said this is an issue with outlook2000 in internet only mode but I am using the corporate/workgroup mode. I am doing this on a win2k machine. Does anyone know how to make it work?
