Prevent design change to Access database

In the past, I have downloaded sample databases that allowed user interaction and data entry, but did not allow the user to modify or view the Db design. The only files downloaded were the .mdb databases, themselves. I need to distribute a simular Access 2000 dbase ( only the .mdb file ) between different locations, that can be run on any pc with Access 2000. I need to be able to modify-update everyones Db as needed,( from any pc, any location )via e-mailing the Db, but they can only enter and store the data. One .mdb file, that only I can view the Db design, or modify the Db design, on any pc.
