Prevention of Scheduling a Meeting

I would like to know if it is possible for a person to send an invite to a person and receive a message automatically back that they are not in the office without setting up the Out of Office option. For instance, I go to shedule a meeting with a person who only works from 7 a.m to 4 p.m. The meeting is set to start at 4:15 p.m. I would like Outlook to tell me automatically that the person is not available because their work hours end at 4 p.m.
