Proxy and IIS

I’m getting the following error on NT running Microsoft Proxy 2.0, after shutting down the Server, and then switching it on, or even restarting the Server, the following messages are displayed on Socks Proxy and Web Proxy, using the MMC (Microsoft Management Console): Socks Proxy (Stopped) Web Proxy (Stopped) With the above messages the client PCs were unable to connect and browse the internet despite the fact that the Server connects and browses the internet. When I attempted to Start either the Socks Proxy, or Web Proxy, the system prompts that WWW Services are running, and should be stopped before the Socks Proxy and Web Proxy can be Started.
Any ideas ?
