public folder in exchange

I have a user that under the client permisions is the owner of the public folder in question edit items and delete items is set to all and under administrative rights tab she has full control on the folder and every time she tries to change info in folder it wont let her saying no permisions to do this any help please tried everything i know even took ownership of folder as administrator and reasigned the rights to this user it still wont work???
