Publisher 2000 Stopped Loading jpg files

I downloaded and installed Enterprise 2007. After a week I removed it from my system along with Norton Sytems 2003 And Norton antivirus 2006 which was about to expire. Since then I have not been able to insert a jpg or other graphic file into a document in Publisher 2000. I removed and re-installed Publisher (actually Disk 2), removed all MS Office, ran a registry cleaner, and re-installed MS Office 2000 – to no avail. Publisher still refuses “Publisher cannot convert this picture”. All the other Office apps continue to load graphic files.
