PWS/IIS

Hi,

Is it necessary to have PWS/IIS installed on the local machine to build websites. Can’t it be developed directly on the webserver?? I know this is a simple question, but I am not a techie, but being a management person, I am trying to see ifclasses can be taught without having to install IIS locally. I would really appreciate it if someone answered this question. Thanks.
