Question on Wireless

I want to set up a re-direction web-page on a wireless access point. How do I set it up so the address bar does not show at the page when the user finds the hot-spot? I want to force them to either “accept” or not accept the usage agreement when they click on the appropriate button, and NOT be able to by-pass it by using the address bar and simply typing in a URL.
