Quick Launch IE doesn’t go to ISP log on

I have ME and my Quick Launch IE icon goes directly to my default website instead of going to my ISP log-on page to allow me to log on first. Obviously I get the “The page cannot be displayed” error because I’m not connected to the internet yet. I have to manually log on to my ISP through the Dial-up Networking page. It used to work. Is there an easy fix? Thank you.
