Quicken, Excel? Something else?

I need to develop a money and valuables log and am trying to decide what program to use. I was going to do it in Excel which seemed to be the obvious choice to me (at first). I need a program that will log in with password protection and allow me to see who did what transactions. There will be about eight users and I would like only two to be able to make any changes once an entry has been made. I need to show when the money / valuables came in, where and when they went out and for what reason. Any suggestions? We have been audited and the fire is on my feet to get this done. Answers would benifit from me being able to download demos etc. Thanks for your help!
