Read Only Permissions on Mailboxes

Is it possible to assign a user read only permissions to another users mailbox? I know you can do this by assigning permissions on the Inbox folder. What I want is the assignee to only be able to read the other users mail, and not be able to edit, or forward the messages. Any help\info is appreciated.
