Read only photos

Good morning. I have a client who uses outlook express. When he recieves photos, they are read only. We tested this, I sent him a photo that was not read only. Once it got to him, it was. It doesn’t matter what directory he’s saving it in. Thisis really aggrivating. What should I be looking for here?
