Reducing nondelivery reports

I maintain an E2k server and am looking for a way to reduce NDRs. An article on the April 21st said to create a distro group and add the SMTP addresses of all your departed personnel. Problem I can’t figure out is how to enter the addresses without the address being in the Active Directory?
